Hospital PPC ticket

Hello,
A friend of mine works at a hospital and has got a 'Parking Charge' from 'Private Car Parking Enforcement Agency'. She has a pass that needs to be swiped to get into the car park which has a barrier. There weren't enough spaces so she didn't park in a bay, which someone does everyday. And this is why she got the Charge.
Anyway should she pay? I guess she can be identified as she needs the pass to get into the car park and would be in a lot of trouble if she has given the pass to someone else.
It was £60 if paid within 14 days but that has expired so the fine is now £85.
Any advice would be fab, thank you in advance.

Tell them to ignore it. They were authorised to be on the land! They did not cause the PPC any loss! They can not impose a penalty. All equals nothing to claim for!!;)0

Ignore it. It's just a speculative invoice. Expect 3 or 4 bits of threatening junkmail before they give up and go away.0

This one baffles me. You need a swipe card to get into the car park and presumably one to get out, which is issued by the Trust allowing you to park there.
So what is the point of having these people walking around.
I do so hope that one day they put one of their pieces of paper on a Consultants car.
I once heard of a consultants car being clamped in a hospital car park. All clamping was immediately banned.Private Parking Tickets - Make sure you put your Subject Access Request in after 25th May 2018 - It's free & ask for everything, don't forget the DVLA0 -

Can the barrier not count how many spaces are available, so not let anymore cars in, if there are no spaces?0

I once heard of a consultants car being clamped in a hospital car park. All clamping was immediately banned.
one of our obstetric consultants was called in from home to assist in a difficult birth. she parked right outside the maternity building, but not in a "designated space" and was given a ticket.
this one got written off, luckily! not that the management would care if it hadn't.0
