I would be blaming whoever installed the meters and connected them to the wrong flats rather than the management agent/company.

I've just got the builders back (3 years after complation) at our block of 49 as no flat is conncted to the correct meter. We have had to switch all meters off and switch on each one and check which flat is supplies. Nightmare.
