Who Pays for what

I live in an upper cottage flat in scotland, the roughcasting from the bottom of the house has fallen off, with the extreme weather and also probably more due to a faulty drain pipe from the roof. Is it correct that me and the lower flat would have to half the costs to get it repaired????
