How long can a company keep you 'at risk'?

Hi everyone my partner was told he is at risk of redundancy on 11th November 2010 and so far has heard nothing else! How long can his company keep him at risk? Indefinitely?

At risk identifies the start of consultancy(which takes as long as it takes)
This is a 2 way process so they need to start asking questions about the reasons they are at risk
