Erm, go to a DVLA local office and apply for one, at the same time as buying a Tax Disc.
If the car is untaxed then don't drive it there.
You used to be able to do this at the PO, but I think they stopped that a few years ago.0 -

while technically the Log Book isn't a Proof of Ownership, it is a way to inform the DVLA of changes to the car history - in particular the current registered owner. However how else is he gonig to prove the sale of the car without the log book? it should have the previous owners and the new current owners signatures on there to validate the exchange
most commonly, the log book isn't present in a second hand car sale because the car has been stolen - and thankfully most people aren't silly enough to leave their log books in the car.
If your buying a car without a log book your running a real risk of buying a stolen car, which could result in the police finding the car on your drive, taking the car from you and possibly (with no proof of sale) landing you in legal troubles0 -

actually it is more common that people have genuinely lost the logbook
If you are buying a car without the logbook you just have to put in place other means of verifying that the sale is safe
even with a logbook you could be buying a 'stolen' car or a car that has been stolen and had one of the stolen logbooks assinged to it
I hope that clears up what was a misleading statementI
