Why would he be liable for council tax if he has no income? Confused... I am not a student and don't pay CT based on my low (non-existant) income. Would he as a non-student also be entitled to the shared room rate of Housing Benefit?

I meant he wouldn't get a student discount - students don't pay council tax at all regardless of their income so in a house full of students they don't even receive a council tax bill.
If he is no longer a student he will have to declare this to the council where he lives. This means that the house will no longer be exempt from council tax and he would be the one who was liable for the whole cost minus a 25% single person's discount (because the other people in the house are discounted for CT purposes).

He may be able to claim CTB/HB etc... but thats a different issue.

If he returns in January 2011, that will be on the 2011/12 fees structure not the 2012/13 new fee system.

I think you mean 2012 and I think you are right. I also think that it needs checking out for a definite answer.

Looks bad then, he doesn't want to withdraw from the course as it complicates starting up again - he wouldn't even be guaranteed a place.

    :-(

He really really need to talk to someone further up the decision tree then. All universities are used to this problem.

There was a thread on the Student Board a little while ago which should be relevant to your son. It's basically about someone who has to do a period of part time study within a full time course and how they are still eligible for student funding and exempt from council tax; the latter would seem to be relevant to your son.

Shivster's posts are the ones that are relevant here and might be of some use.
