Parking Ticket Despite Valid Permit!

Hi all,

I am hoping for some advice. My car was parked outside my flat, and lo and behold I happened to glance out of the window and see a bright yellow ticket on the car!

We live in a residents only parking area, and do have a valid permit. As the annual permit was due to expire my boyfriend filled in the correct paperwork and was given a temporary permit on a piece of card to display until our permanent permit arrives. We had a temporary permit last year when we moved into the flat, and had no problems.

The permit was clearly displayed on the dashboard of the car, so I really don't understand why the ticket was issued. The ticket stated Contravention code 12: parked in a residents’ or shared use parking place or zone without clearly displaying either a permit or voucher or pay and display ticket issued for that place. Well we had a valid permit displayed! :mad:

Obviously, I am rather annoyed at this, and have typed up a letter of complaint, and photocopied our temporary permit.
I was just wondering if there is anything specific I should include in the letter, and I am also looking for reassurance that they can't fine us when we haven't actually failed to display our permit!

    Is this a Council parking ticket? I am assuming by you quoting contravention code 12 it is!
  • Yes it is a council ticket issued by Plymouth City Council, I have just got off the phone to them and they said to write in challenging it.... which I was most certainly intending to do anyway!

    Normally when they issue a ticket of this kind the CEO takes a photo to show there was no permit displayed. If you displayed the permit they cant have a photo so your informal appeal should work.

    However for official parking ticket advice the best place to post is over on Pepipoo! http://forums.pepipoo.com/index.php?showforum=30

    If you can with scans of the front and back of your ticket, with your details removed. Also a picture of the signs! Apart from the obvious reason for appeal the people over there will probably find more!
