Buyer trying to scam me

This is probably a familiar story on here, but if anyone can see a way out of this for me I'd be grateful.
I sold a shirt on Ebay about a month ago for about £10 including postage.
The buyer was based in Singapore and I did not send it tracked. About a week later the buyer contacted me to ask me to leave him feedback. I asked him to confirm he had received the item, which he did. Alarm bells rung, so I checked his feedback, and it seems he has a history of saying he had not received item. I sat back and waited for his dispute to come in. Sure enough, today he opened an INR claim. I phoned Paypal to tell them he was trying to scam me, but they just said even though I have a message from him saying he had received the item, if I didn't have tracking info, they would just refund him. It's only £10, but it's the principle of it.
Is there anything I can do? Would Ebay do anything? This guy should be banned from Ebay, but he seems to have got away with this scam a number of times.

but please go ahead, it can only mean buyers who sell abroad will make more money....
But, it's much harder to protect yourself overseas - as trackable to the door postage is expensive. At least if the rip off buyer was in the UK, you could cheaply send them an emptry trackable letter to 'prove' delievery0 -
If you have a certificate of posting you can claim from RM so you won't be out of pocket.0

For you information - I send all my items trackable, unless the value is a couple of quid then I'll take the loss if it get's lost.

In the same way as there are rip off buyers anywhere in the world, there are rip off sellers like yourself anywhere in the world.
If every time someone claims non-receipt you act this way, you have probably scammed genuine buyers as well as the scammers. So you are no different from the people trying to scam you.0 -

I have never ever scammed anybody, but don't let the facts of the matter ruin your rant.0
