Can I only claim "excessive" cc charges?

Please forgive me if this info is on this board already, but I've been reading through and searching for over 90 minutes. (Bear with me, I am on medication!)
My sister has five £12 late charges from about 4 years ago. Can she reclaim these? I know it's a relatively small amount. She actually has ALL the relevant statements, (OCD?) so she wouldn't need to shell out the £10 to find out when these were made.
She still has her credit cards, but has paid them all off last year, so there's nothing owing.
Also, one of these is with LloydsTSB mastercard and she has her current account with them. Might they hold this against her and close her bank account?
She was made redundant just before Christmas, so the money would be really helpful.

She should just send the bank a recorded delivery letter with photocopies of the statement and asking politely for the charges to be refunded.
Unfortunately, £12 was deemed to be a fair charge, so its not certain if she'll get the money back or not, but whats the worst that can happen by trying?0
