parking ticket -do I have a case for appeal?

Hi, I got a parking ticket whilst working on Thursday (in Edinburgh). I am a health care worker and parked on a single yellow as the rest of the road was permit holders only. There was no kerb blips and I parked at an allowable time (2.15 pm to 3pm). I clearly displayed an NHS permit and it was fully visible. I had mounted the pavement as it was a narrow road but had in no way blocked the pavement.

The reason cited on the ticket was 01 parked in a restricted street during prescribed hours.

scribbled in pen on the outside of the ticket was parked on pavement.

Can I appeal on the grounds of semantics as I was not contravening what it said on the ticket as I was displaying clearly a valid permit. I assume any photos taken by the attendant (perhaps when blown up) should show my permit on display.

Yes I was parked on the pavement but this was not cited as a reason. I did so in order not to block any larger vehicles passing through.

I would really appreciate any thoughts on this. Thank you!

    Who issued the ticket?

The council or the police or a private parking company?
  • city of Edinburgh council.
I have checked the photographs and one of my NHS permit was taken.

I was not breaking the regulation cited on the ticket as my permit allows me to park on a single yellow within the time I was there. I was mounted on the pavement (barely) but this was not cited and is not cited online (it was written on the outside of the ticket).

I haven't really been here for very long so I am not very experienced with these things (yet ;-) ) but usually the lovely people in here would advise you to go to and post your query into the pepipoo forum http://forums.pepipoo.com/index.php?showforum=30 the even more knowlegable people in there will most definately ask you to post up the PCN from both sides and if possible pictures of signage and the pics the council has taken (obviously making all personal data invisible).
  • Thank you I will check the forum you suggest out tomorrow :)
The photos are clear. I am parked on a single yellow. It was within prescribed hours. I have a valid permit displayed. A close up photo of the permit was taken. There is no photo of signage but I can obtain that. I have two wheels mounted on the pavement (width of wheel only). The pavement mounting was not cited as reason for the ticket although it must have been the reason as it was scribbled on the outside of the ticket. This reason is NOT cited on the website with my penalty notice details.

Adding a second contravention after cocking the first one up. That's a new approach. Should be an easy appeal "Contravention did not occur"!
