paid 20 mins outwith 14 days deadline..appeal??

hello, around the christmas period 23rd Dec i got a parking ticket for £60, but if you pay within 14 days you are able to pay a reduced amount of £30 - i did this online but it was just after midnight, went through ok so thought nothing more of it. Now a month later they have issued me with a notice to pay the remaining £30 as my online payment was on 7th January, minutes after the 14 day deadline (6th) - i know the council can be a stickler for accuracy but can I appeal? I have until March 8th to pay the remainder

OK you actually paid over a day late so forget that line of argument. Your last day to make the lower payment was 5th January, because the time starts from the date of service of the PCN (inclusive). You don't count ON 14 days, sorry to say.
Not sure if you can still appeal this now as you have made a partial payment. Ask on pepipoo forums but don't copy & paste the post you made before because the deadline issue is a non-starter as I explained.
Just explain to pepipoo what you thought, what you paid, and include in your new pepipoo thread a pic of the front and back of the PCN. If it actually uses the words 'within 14 days' then you'd have a good appeal point as you were misled - but most PCNs seen on pepipoo have the sentence correct as 'on or before the end of the period of 14 days BEGINNING WITH the date of service...'
Still worth trying though as pepipoo can tell you if you can still appeal or not, or if you've burnt your boats by making that payment:
