I have just realised that in the "posting rules" at the bottom of the new thread page, I am "not allowed" to post attachments....is this a glitch or did I miss something?

Posting attachments has never been allowed on MSE.
Attachments in vbulletin mean actually being able to upload files and pictures to mse's servers for use on the boards. Obviously if all poster were allowed to do that on a forum of this size, it would take up a huge amount of space.
You can always host files somewhere else (e.g. for phots www.tinypic.com) and link to it from the boards
