How do I open an account abroad?

Hi.
I have been left money in a will, along with my neice and Nephew who live in Finland, but no bank or building society will let me set up a savings account for them. It needs to be in THEIR name, so only THEY can get to it when they turn 18 in 2 years. Please help!
