As a the driving instructor myself I feel for you. These type of individuals, and unfortunately there are more than a few of them out there, need to be held to account for what in my mind is simply theft.

All of us are required to be registered by the Driving Standards agency (DSA) and at the least you should approach them if the AA are unwilling to help. I think if you explained the situation to them then they would certainly be able to track him down and ultimately he could be removed from the register.
