Account Refused: Not on Electoral Roll

What can you do when you aren't on the electoral roll and can't be put on? What info would you need to send the credit check agencies to get around this?

E.Q. I recently applied for the Morgan Stanley card via online. I received an email stating they had received my application and provided a toll free number to call if I had questions or wanted to check on status. I immediately called that number and told the person to note on the computer that I am not on the Electoral Roll because I am not allowed to vote in this country.
I received my card and pin within a week.
