Time allowed to issue ticket, three mins from start of restriction

I received an Islington Council PCN timed at 09.33 one morning. The restricted hours come into play at 09.30.
The Civil Enforcement Officer (CEO) told me that it usually takes him more than five minutes to get off his scooter, take off his helmet, switch on his PDA and check the vehicle and write the ticket and print it.
Is appealing on these grounds worthwhile - does anyone have any experience of this?
Also, the front wheels of the car were about four inches over the edge of a resident's Bay and the ticket was issued for parking on a yelow line.
Can I challenge on this?
Is the digital photo evidence showing this un-challengeable in court/ajudicatior etc?

Appealing on the time issued may be a waste of yours.
But go to pepipoo for best advice on any other way of getting off this.0 -
Seconded, go and post on pepipoo forums but also show them a pic of the front and back of the PCN (show all small print, show dates and location but just blank out your car reg and PCN number).

Good luck, most Council PCNs can be successfully appealed if you know which grounds to quote.

Yep and the OP said his ticket was for being parked on the yellow line ('in a restricted street during prescribed hours' I presume?). So if he can say he was loading or unloading then that's one thing to appeal on and the CEO could not possibly have observed it either way in 3 minutes. Loading does not have to be continuously visible - although some Councils will make you believe it does.
Even if he wasn't loading it's very likely that pepipoo posters can find something to use in appeal. It's never worth just paying up and not fully appealing a Council PCN IMHO, as you only risk paying the full amount if you lose at adjudication (and most people win or the Council do not defend at that stage). I would now never just pay or give up when first rejected at informal appeal stage.
And on single/double yellow lines there are other exemptions such as assisted boarding/alighting, which would be a valid appeal point if true (and can involve leaving the car to assist a young child or incapacitated passenger into a house, for example). Then there are mitigating circumstances such as unexpected illness. Then there's an exemption on yellow lines when displaying a Blue Badge but I expect that was checked for.PRIVATE 'PCN'?
