Child benefit confusion?

Since the higher rate of tax has been lowered to £35001 and the government has said its going to remove child benefit for higher tax rate payers does this mean CB is going at 25001, because this atricle http://www.parentdish.co.uk/2010/10/06/child-benefit-cuts-how-will-the-loss-of-benefits-affect-you/ say £44000...

From April 2011 Higher Rate Tax will be paid by people earning £35001 on top of their personal allowance of £7475. (Personal Allowances are not counted for Income Tax purposes)
Child Benefit won't be paid to higher rate tax payers so people earning above £42476 won't get Child Benefit.
I know it previously said £44,000 but that was before the HRT rate came down.0 -

This change won't take place till 2013. If it ever does - there are technical difficulties as I've pointed out before.0 -
Anyone advise on this please? As we weren't receiving any money from the CTC people, we didn't renew our claim last year in July. CTC now say that they have over payed us! When i spoke to one of their advisers he said ' It goes back to your claim from 2008, where they have over payed from then and what they paid in 2009/2010.' I heard once that the CTC can write off debts over a year old, is this correct or can anyone add advise on this subject please?0

If you got paid any CTC in 2009/10 then you should have completed the declaration they sent after the end of the tax year because that finalises your claim for the previous year as well as starting a claim for the new year. It does explain that. If you don't complete it they will ask for everything back which you got paid in 2009/10!! Not sure if it's too late now.
As I understand it overpayments are only written off if you provided them the right info but they screwed up and paid you the wrong amount.0
