Joint Tenancy Fraud

I have posted this in the housing/rent section but not sure so posted twice 
I am in a situation that I know someone who has been living with their boyfriend for the past year and still been paying their rent and council tax on her council house while it has sat empty.
The situation is she has now added a joint tenancy moving in a friend but obviously not living there and still at the boyfriends,with the intention of handing over the tenancy in 12 months or what ever the time frame is.
For me I dont really agree with this,so what is the consequences if this girls situation was to become knowin to the local council(scotland)
