Parking eye!

Hi,
I have been parking in a private carpark by a hospital, which used to be manned by someone at the enterance taking fees for parking. Now they seem to have employeed a private company to do this called Parking Eye.
Now the first thing I noticed on the first day I parked there, was a shiny yellow clamp on a vehicle literally next to the parking meter machine - and this clamp looked brand new. Now would this be scare tatics? The next day the car had disapeared. Now I havn't seen any notices regarding clamping but I've been buying a ticket since.
The next thing, is that parking eye supposedly use an ANPR system to see if your registration plate has been paid for. Funny thing is, there are no cameras and recently some guy has turned up taking the number plates down of each car that enters the car park. Thats a funny ANPR system!
I have had dealings in the past with UKPC to which they fined me for parking in an incorrectly coloured disabled spot in tesco's, being purple I assumed it was a childs parking spot like the rest of them but the spot was actually a disabled space. I did ignore this fine and after 7 or so letters they havn't contacted me since. They even reduced the fine which made me laugh!
Now with this parking eye, what if I ignore the parking meter and dont ever pay for it? Will I receieve tens of thousands of letters as I park here 5 days a week. What stops the owner of the carpark clamping me or fining me himself? I'm willing to ignore the letters but I'm worried about the volume of them due to it being my main car parking spot. How do they pay for all the signs, the machines, the guy taking the number plates - do they receive that much money from all this?

Well they reckon that 40% pay up so if they issue 100 charges a week @£50 its a nice £2000. Get a man in a van doing several car parks probably would not take long getting the 100 charges issued.
Parking spy's ANPR is a poor quality CCTV they then use the electronic link to the DVLA to gain the RK's details. ANPR sounds more official but is a lot of rubbish!
You could chance not paying, but if you think the charge for you parking there is fair why not just pay it and not entice them to do something more drastic. I think as you know a one off charge by these PPC's can be easily ignored but baiting them by parking and not paying on a daily basis could be a little unwise!
They may chose not to pursue a one off ticket but could be encouraged if you had several, and the county court is always a risk. Especially if a DJ thought you were taking the pi$$.
Are there any signs saying clamping is being used? Also its not unknown for the sign to appear after the clamp has been fitted.;)0 -
