Ebay - Unpaid item & feedback

Sorry if this has been posted a million times before but I was unable to gain a direct answer from searching.
Basically I sold an item and the buyer did not pay. I continually received emails stating that payment has been sent but I have not received anything in over 3 weeks.
I open a dispute 12 days ago and closed it earlier today as the buyer failed to respond to my last message, which was left 10 days ago.
Now can I leave him feedback without him negging me?

If the buyer didn't respond to the dispute, any feedback he leaves will not count towards your rating.
Either way, you should not be deterred from leaving negative feedback for NPBs who deserve it.My TV is broken!
Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -

He did reply to my inital message when I opened a NPB however since I sent a reply, he hasn't responded.
Does that mean that he can leave feedback but it won't ruin my overall %? I am on 100% so don't really want to mess it up.

Ok. There's a difference between 'replying to your message' and 'responding to the dispute'. If he hasn't done the latter, he's forfeited the right to affect your 100%
It does worry me that people get more concerned about a red dot on a screen than giving someone a neg they richly deserve... and warning the community of a time-waster.My TV is broken!
