Quick EGR Valve Question....

Just taken the EGR Valve off the car, an 04 PT Cruiser Diesel after having no end of problems with an engine management light. Thought we had fixed it, seemingly not grrr.
Anyway, can you tell me is this little hole supposed to be there or should there be some kind of bung/Plug in there? Seems odd as it wont create a vacuum with that hole.
