I was on Equifax the other day as one of Martin's recent tips was to join via a cashback site (top cash back site) were offering nearly £16 in cash back to join Equifax for their 30 day free trial. They asked me for an existing credit card but I got the impression this was more about making sure they had an active card to charge their monthy fees to should I not cancel the trial than for any other purpose. I wondered if you might be able to use a debit card in that application spot (ie the one that you should have issued with your bank account so that you can withdraw money at the ATM).
After getting to the end of their online application process they gave me a number to phone to "complete it all" and since phoning that number would have taken me beyond the cashback time I decided I would not press the final button to "complete" and just closed it all down at that point. However I did phone them next day on the freephone number listed on this site (they give you a chargeable 0845 number) this freephone number is 0800 0665825 and press option 2
If you find that your debit card does not work online then you can phone them on this number and they seem to be able to do things in a more verbal way (maybe ask a few different questions than you would get online) and may still be able to "approve" you via their phone service.
(If you can join Equifax via online application and do it via topcashback they are currently giving £5.05 in cash back. There is another similar type of thing called CreditExpert and they are giving £5.05 cash back too via topcashback) though I do not know if they are as good as or better than Equifax at giving you your credit report.

If you don't have a credit or debit card you can apply for your credit report via the post with a cheque or even postal order.
See this link for equifax http://www.equifax.co.uk/Products/credit/statutory-report.html#
