We still have people paying their "poll tax" at £1 a week as well. The arrears are pre 1993.

Its the prompt payers who keep us in a job..
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

Since about the year 2000 my husband became disabled and i started to pay 12 payments as it was much easier to budget for on the income that we had, still do.

    you just have to ask

Snap the same reason we do it.

We rang up explained and as we pay by DD and have always been on time and no problems they let us.

I must admit prior to that we would use the two free months money to pay for the boiler servicing.

Good point; perhaps we should be challenging those as well!

Do the councils pay all their employees and subcontractors one year in advance?

What law allows the banks to charge interest on money loaned to people and the same law allows the councils to borrow money from people (first 10 months) and not paying interest?

What law disallows it? None, therefore it's legal.
