Alternatively it could be a low income in the previous year, or an underpayment or a *uck up by the tax credit people, that will be asked for back, but under normal circs you should only be getting around £10 ctc for a £28k salary.

Isn't there? Because I am pretty sure my friend gets something extra via tax credits due to a DLA claim which would be for her (MH problems). She is a single parent though.
