It's a UK bank.You, NFH, reported success with 4, euro from a euro account. Could you say, or (sorry!) say again, whether your euro debit card is issued by a UK or eurozone bank?
Clearly, 1 is correct. My guess based on your above quoted S1 document is that 2 might be correct. Based on my experience, 3 is wrong and 4 is therefore almost certainly correct.So my revised hypothesis about Raphaels Bank machines is:
1. GBP on a card issued by a UK bank: debited in GBP, no fee from Raphaels bank (except the standard interbank fee, which the customer's bank absorbs?) Will (I hope) by declined by Citi on a card linked to a Citi UK euro account.
2. GBP on a card issued by a bank in the eurozone: debited in euro, with a markup for Raphaels Bank.
3. Euro on a card issued by a UK bank: debited in GBP, at a rate with a markup for Raphaels Bank. Don't know whether this would apply to a Citibank UK card linked to a euro account.
4. Euro on a card issued by a bank in the eurozone: debited in euro, no fee from Raphaels Bank.
It sounds as if Raphaels Bank are putting these cash machines in places where eurozone-based visitors to the UK will want to draw GBP (case 2 above), and this may be the only case where they're doing dynamic currency conversion. Their rationale for this might be that although there are plenty of EUR accounts held in the GBP zone, there are extremely few GBP accounts with cash cards (if any) held outside the GBP zone. Therefore they can get away with doing DCC in this case, whereas DCC in the other cases would cause plenty of disputes.0 -
Also, I've already asked this in another thread but while we're on the subject, does anyone know of any EUR cash machines in the UK that are part of the Global ATM Alliance? Barclays have confirmed to me that they don't have any, but there's a chance that a non-UK bank might install a EUR cash machine in the UK, for example at an airport or one of the Eurostar stations.0
