My PC has gone mad!

Help please.
My ancient laptop, IBM thinkpad T23 which has for the last 4 years worked flawlessly until this evening.
The problem is that in the past I would put my pointer on the bar at the side of a page and hold it to scroll up and down or else place the pointer on the up and down arrows at the top and bottom of the page to do likewise. It would then slide up and or down and would move smoothly and would be clearly visible as it moved.
But as of this evening it has all gone wrong. Now the same scrolling results in the page working its way up or down but in an old black and white TV kindof way in as much as the page looks like it is moving under a wavey watery fluttery fickering screen which is bloomin' hard to read until it stops.
Now it may be that I have caused this by my PC antics but I tend not to go anywhere dangerous like the control panel etc.
Yet, when I typed this drivel I could use the scolling thing at the side of the small area in which to type the question and hey presto super scroll had returned, but still the whole page scroll is wavey.
Name your price, my kingdom, my first born, or my fortune (but let's face it if I had wealth would I be using a 4 year old laptop?) but please help.

Close all running programs.
Right click on the desktop and check the settings. Likely causes; refresh rate too low, colours set too high, it has dropped the correct screen and loaded a "standard monitor".
IIRC there is a button sequence for rotating around LCD screen, external monitor and both. Setting it to both will stress your "ancient" graphics card.
Still got problems? Could be that the system is trying to process a load of stuff - this laptop has shared video ram, so any drain on processing power will have an adverse affect on the display. Do "Cntrl, Alt and Del" to get into Task Manager and check what's running.
