Disabled parking Luton Airport

Advice please :-
Luton Airport website says :-
"Disabled Parking
Disabled parking bays are available for those customers who are able to exit the vehicle within the 10 minute time limit and do not need to leave the vehicle unattended.
If these restrictions are not suitable, disability blue badge holders are advised to park in the Short Term Car Park."
For clarity the Short term Car Park is a good deal further from the terminal than the 10 minute disabled bays.
isn't this a breach of the DDA..i.e. if you are a bit disabled (10 minute rule) you can use the really close disabled bays but if you are more disabled and have a blue badge to prove it you have to park further away ????
On what basis can Luton Airport possible justify a 10 minute rule for disabled customers ?

Seems like a very possible DDA (Equality Act now) breach to me!
All it would take is a well-backed legal challenge from a disabled person saying they were discriminated against and the Airport could be facing a hefty fine IMHO.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
