I don't claim to be a techie at all, but a friend pointed out this news story to me:

Story seems a little odd.... got £45 for returning the software... fair enough but then says got £55.32 of tax... other than their joking "microsoft tax" there is no explaination of what the tax element of the story is about or what it has to do with someone being able to return windows.
Of cause the irony is that selling it on ebay would have probably got more than £45

I think it means they refunded the £47 plus the vat at 17.5%....0

I think they're referring to the fact that the vast majority of pre-built pc's and laptops come bundled with Windows, and the associated cost of this software in included in the price tag with no regard for whether you actual want or intend to use it, therefore tantamount to a tax.
windows tax = just a turn of phrase for the cost of bundled microsoft windows, not a real tax.0
