i come accross 3 storey HMOs regulary.. i would phone up and speak to your local private sector housing department in the council.

Hey! It's all very well warning the OP of pitfalls, and I don't deny there are soem, but the comments are all very negative......
Just thought I'd balance out the replies and play devils advocate.....
Nothing wrong with a difference of opinion
It is perhaps worth bearing in mind though that a LL who has apparently failed to seek planning perm , notify the CT folk etc is probably not going to be a LL who likes to stick to the rules on anything else either.

Sorry to bump an old thread, but am I right in thinking that there is a possibility (admittedly small in this particular example), that the LL has gained planning permission for the conversion and the work has signed off by building control, but has stopped short of having separate gas, electric and water meters installed for each flat?
I suppose what I’m asking, is it possible to get PP & BC sign-off for flat conversions without going to the cost of installing separate meters (and changing the deeds etc)?
