Entitled to says yes. Local council says no

On entitled to it says we(my family) are entitled to nearly £10 a week HB and some CTB. When I apply my local council say we are not entitled.
Last time we applied we were turned down as we had capital.Capital lol it was about £300 in the bank and that was bill money.
How can I apply and actually get help?? Is there a way???
We've never claimed this sort of benefit.
New to this site so please my excuse dumbness.
I have my sealed pot and I WILL save some money this year.Aiming for £400

    Are you in a private rental? If so, did you enter the LHA rate or your rent amount?

  • We were honestly turned down for having it in the bank.Was told it was capital. I have the letter somewhere.
    We are renting from HA.

    They must have assumed you had capital elsewhere, perhaps in the form of property or shares?

    Does your award letter give a breakdown of the calculation they have used? If not, ask for one.

    They may have rejected your claim because they did not have capital proof - for example, if they wrote out to you for proof of capital held in your bank accounts and you didn't supply the statements they asked for. They would allow a month to supply the proof required and then would either make an adverse inference (ie assume you held more than 16000 in capital) or make the claim defective (reject it entirely).

    Often people do delay sending in evidence that is requested, but once they have received decision letters stating that they have excess capital they query it and supply what has been requested pretty quickly!
