Problem with Ebay not paying up

Hi, sorry this bit of a long story, so bear with me! About month or so I put a phone up fpr sale on Ebay, and Im sure as most of you are aware this is a lot of problems with people from Nigeria making fraudlent bids on phones, anyway someone from Nigeria put a bid on the phone for £999.00! and obviosuly won the auction with that bid, I informed ebay that I thought it fake bid and they agreed and said they would refund my listing fee etc.
Anyway couple of weeks ago I noticed Ebay had charged me £27 final value fee for selling this phone - I pay my fees via DD.
I contacted Ebay saying that they had taken £27 from me, but infact I hadnt sold the phone, and had advised them of this right at beg when phone was won, they replied saying they would credited my paypal account with the £27.00
Now this was over 3 weeks ago now, and 3 emails later, and all they keep saying is the money should be there shortly
Does anyone agree that they are in the wrong? is there anything i can threaten them with (purely just so they pay this money up)? Any advice greatly recieved

You need to go through the NPB process to refund your FVFs and if the buyer is suspended this will be instant. Go into your sold listings and by the phone there should be a drop down menu with an option for report unpaid item. Click that and follow the instructions.
Ebay manually have to return listing fees as there is no process for a seller to reclaim these, but they are probably expoecting you to use the system to reclaim your own FVFs. The sale incidentally has not been cancelled, ebay don't work like that, they have merely removed your obligation to sell.
