tonym_dj, do not pay this piece of trash, it's now going to revert to the usual standard threatograms from the parking company (the Uni will not be involved in that letter series).
The Uni allow these unenforceable invoices to be used because they do not KNOW they are unenforceable - they will have fallen for the spiel of CPS who have sold them the idea that they can solve their parking problems for free. It's very common for firms to fall for the hard sell, most Supermarkets , B&Q, Homebase, Airports, cinemas, McDonalds are all examples of big companies who should know better! They like the idea of a company sorting out any 'disabled bay issues' without them having to get involved. They have no CLUE that these are not real fines, I have discussed this very matter with a clueless Duty Manager at Sainsburys who insisted they are 'real fines'. Doh!
These bogus PCNs are 'unenforceable' not 'illegal' in the sense that a parking company can issue an invoice to someone just like any other compan...and you can ignore it. Many people believe a parking company can collect on these fake PCNs, your Uni thinks the same. But it would have to go to Small Claims (unlikely) and if it did do you think a judge wouldn't find in your favour?
You have also said there's nothing in your employment contract about them charging you a silly amount for daring to park on an advisory (not real, not enforceable) double yellow line just to do your job. You work there and you can/should be allowed to park there, you have even said there is a PRECEDENT for them allowing DYL parking when spaces are full. They cannot have it both ways!
Sounds like they need to find some more parking spaces, as is usually the case in these places where there's a perceived parking problem but it's delivery drivers, employees and customers who are the ones being singled out. Pointless use of a PPC, picking on the wrong people again.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
