In your case I would recommend posting a thread over on pepipoo in this http://forums.pepipoo.com/index.php?act=SF&s=&f=30 forum, when starting the new thread it would be helpful to post photos of where exactly you were parked, photos of lines and signs near by, and a scan or closeup photo of the ticket you received.You may click thanks if you found my advice useful0

Having seen the parking officers around Redditch, yes they do take photos when they issue a ticket. Can't help on the time issue though.
However they're not entirely inflexible - I got a ticket when my permit fell off the dashboard and couldn't be seen, I appealed and won, with strict instructions not to let it happen again.
If the restricted road is one of the ones with parking permits for residents only, I'm not sure the blue badge exemption would apply? Maybe check that one out with the council.All shall be well, and all shall be well, and all manner of things shall be well.

So do they provide photographic evidence and how can they tell it was 5 mins as the clock does not have time incriments on it.
Any photos taken would be of very little value as evidence and only used to clarify any minor points at the discretion of the adjudicator.. You need to ask for a copy of the patroller's contemparaneous notes instead.0 -
