my mum is left with the funeral bill its so unfair

my granny died when she was 84 my auntie who has learning difficulties (which get worse if she wants them too she knows how to play people) has been living with my granny for 60 years.
when my granny died the social fund wouldnt pay a penny towards the funeral even though my mum is receving pension credit, housing benefit and council tax benefit, they said because my mum didnt live with her another adult who did is responsible for filling the form out. we appealed and explained my aunts circumstances, and explained that she cant read or write, they again refused.
my mum is the only one paying for this funeral and sometimes has to not eat for a few days to make the payment up.
her sister or brother dont pay nothing towards it, and my autn who has learning difficulties now has her own placce with carers coming in to do stuff for her.
i think its unfair and dont know what to do about it.
it has now went to a debt recovery agency who are cheeky pigs (opos) they refused to accept anything less than £50 a month but i managed to get them down to £30 but this is still too much with her other outgoings, gas electric food etc.
does anybody know what we can do about this.
