    If a buyer pulls out without paying they are a non-paying bidder. I see nothing false about issuing a NPB dispute.

    No-one is holding a gun to their head making them pay.

    Mutuals are designed for when a buyer has made an honest mistake, e.g. if they buy the wrong size on a BIN, email the seller and ask if they can buy an alternative that's also on ebay. Not for numpties who, most likely, have put two or three of the same item on a snipe-bid and bought the cheapest.
