Redundancy confusion - please help

Hi,
Long story, my fiance got made redundant on 31/12/2010. When he got his redundancy payment we noticed it was £400 down from what he was expecting, we had had no letter explaining that there would be deductions so we took it up with them.
They have stated it because my fiance over took on his holiday entitlement. He gets 218.5 hours per year and that is exactly what he took, especially as he was told in a meeting that any holiday he hadn't taken would be paid to him. They've now changed their tune and said he only accrued 172 hours so that's the deduction?!?!
This makes no sense to us for many reasons:
1. Them telling him any holiday he hadn't taken he would be paid for
2. His last payslip - after the confirmed redundancy said he 218.5 hours to take and that's what he'd taken
3. Although he was made redundant on 31/12/2010 there was extra pay added on as they didn't give him enough notice and also they had to pay him for 9 weeks plus 2 and 1/2 weeks for the late notice so in my book (may no be right) it means that for 11 1/2 weeks after his last day of work isn't he still accruing holiday as he would have been working for themhad they not made him redundant?? Hope that makes some sense. I just see it as he should be accruing holiday until about 16th March 2011.
I know we may wrong just looking for some advice as £400 to us is a lot.

I think the concluson was that holiday does not accrue if PILON is paid.
Holiday only acrues till the last day of employment
allthough some comapies do accrue if givin PILON0
