British Gas bill following price increases - is it fair?

I have a vague recollection that as far as electricity supplied by BG goes that not only did they increase the unit prices they also increased the Tier 1 Kwh so that you are paying for more units at the higher rate.
BG did exactly the opposite some while ago.
They decreased Tier 1 gas units from 4,572kWh to 2,680kWh and from 900kWh for electricity to 500kWh.
Not that it made it any cheaper as they increased the Tier1 price to raise the same 'standing charge'0 -

I was reading "first" to be the "first" in time, not the first when calculating the total.
