Also, it is completely irrelevant if you consider the rent reasonable for the local area - who the hell deemed it 'fair'? This isn't a term used in housing benefit calculations.
Rent Officers used to assess whether a rent was fair or not for HB purposes. Your information is wrong.

It sounds wrong to me. Let me see if I can explain myself.
Incapacity Benefit standard weekly amount for Long term - 91.40 per week.
As a single person, your applicable amount (what Govt say you need to live on) would be £65.45 per week but also you would qualify for a disability premium as you are on LT IB - £28.00
This means that you need £93.45 per week to live on but have £91.40 per week coming in. This would mean that you get full HB and full CTB.
If you get more than £91.40, just amend the calculation. If you want to e-mail me your details, or if you could detail the wording in your letters, I may be able to help furtherI currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.

Actually Jowo, the Housing Benefit form specifically asks if your rent has been 'assessed as fair' by the relevant body - and it has. I think my wording made it fairly clear this wasn't just a personal subjective judgement of the rent on mine or my friend's part!
I checked through all the figures on her letter and no, there is no misunderstanding or miscalculation. I will direct her to the resources suggested, thannk you.
