I have this problem too and would like to know what causes it.
With mine - no it doesn't go into hibernation - windows shuts down, etc it is just the PC doesn't switch off. You need to switch it off at the mains0 -
Have the power options been checked, they are in the control panel.
Mine are set as
home/office desk
turn off monitor after 20 mins
turn off hard disk never
system standby never
advanced
options no boxes ticked
when i press the power button on my computer shut down
when i press the sleep button on my computer do nothing
hibernate nothing ticked
Hae a look to see if yours is the same
I have nothing better to do!!!!

You could still use the power button to power off. Just hold down for about five secs or so."She is quite the oddball. Did you notice how she didn't even get excited when she saw this original ZX-81?"

Does it say "it is now safe to shut down your PC"... or does it just say "windows is logging off" or "windows is saving ..."
My Friend's PC does the same, even after he formated it, it has the same problem.
Just pushes the power button now0 -

This is usually because a program or process hasn't closed properly.
My bet would be that you are on broadband using a USB modem - if thats the case... when the PC hangs whilst closing down try unpluging the modems USB cable.
You'd be amazed how many times that is the issue
Hope it helps0 -
Sounds like an ACPI (Advanced Configuration and Power Interface) problem.
I've had this a couple of times. Firstly it was the BIOS settings and it wasn't shutting down. Secondly, one of the Windows settings was wrong and it wouldn't stay shut down. It kept rebooting. (Had to reinstall to fix that though).
Tyr Googling ACPI PC Not Shutting down. There are numerous help-guides around that take you through the various causes and hopefully fix it.0 -

After it has shut down the screen goes black/blank with a wee white cursor in the top corner. I then need to switch the power off at the socket. It used to switch itself off after it had shut down but it stopped switching off about four or five months ago
However, when I put it on again it starts up normally i.e. there is no message saying that windows did not close down properly or anything like that so I just think it likes to use up my electricity!!!!
It isn't a problem - just wondered why it happened seeing as someone else seemed to have the same sort of problem. Sorry Simonwein - didn't mean to hijack your thread!!!
I know I could switch it off at the switch, but it is just as easy to switch it off at the socket.0
