Can suppliers change the tariff before supply start date?

I am in the process of switching electricity to Npower.
I applied for Sign Online 20 Eco7 and received the contract paperwork on 18th November. Having done this before, I am aware that the process takes a number of weeks.
I have just received my switching date (next week) and a letter that advises that I'll be on Sign Online 21 Eco7, which of course means staying with NPower for an additional 3 months compared with the tariff I applied for (which appears to have been withdrawn 4JAN11).
Before I waste time with npower, does anyone here already know whether the energy company are able to effect tariff changes like this after agreeing to supply but before the supply start date?

When you applied for the switch, your welcome pack (and right to cancel) should have detailed the tariff you would be put on. That is the basis of your contract.
