ECOS or ECOSE ?

Dear Forum ,
I suspect I'm going to be subject to a standoff between ScottishPower and my prospective new supplier EDF Energy about my recent switching attempt . In these forums there has been some reference to 'ECOS' or 'ECOSE' , as it appears a National meters' database and presumably the accurate posting to this database is the ultimate reference for clarifying disputes . Does the individual customer have independent access to this database and how are disputes resolved ?

    It is actually ECOES and is a database that an individual does not have access. Only the suppliers have access to this database.

    What sort of dispute? ECOES only lists MPANs, address, S number details, supplier history and current agents.

  • My understanding is that Consumer Direct has access to ECOES, so if you ring them on 08454 040506 they should be able to help you. They also have local dial numbers on this page: http://www.consumerdirect.gov.uk/about/how-we-help/

    If you provide us with some more detail of your actual issue, perhaps someone could give you some advise on how best to resolve it :)

    Dear Forum ,
    Thank you to SimpleDave for the Consumer Direct telephone details , where they advised me that their access to national databases confirmed that I was now registered with EDF Energy as my supplier for both electricity (from 16/12/10) and gas (from date not yet specified) . My problem is that I have had a whole series of completely contradictory e-mails and letters from Scottish Power some claiming EDF have never notified them and that they are my current supplier , and others agreeing that the electricity transfer was completed on the 15/12/10 and that they are simply awaiting my FINAL gas reading for the 06/01/11 from EDF before sending me FINAL statements for both utilities . My contact at Comsumer Direct gave me a query number if I have to ring them again and he suggested a formal complaint to Scottish Power , to which they'd be obliged to respond in a particular timescale , which I will do if they don't sort it out by this Friday 28/01/11 . It's a poor show , really ,

    Lets be clear for both industries the new supplier notifies the central register (ECOES is a copy of the 19 'local' registers) and the central register notifies your old supplier.

    FOr elec the new suppliers Data Collector (meter reader) sends the Change of Supply reading to the old suppliers DC who then sends it to the old supplier.

    I think you need to confirm if SPOW believe they are the supplier or if they are missing the closing reading both of which would appear to indicate a breakdown in computer to computer communication.

    Do you have any issues with EDF? Have they notified you they are your supplier from the stated siwtching dates? Did you provide a meter reaing to EDF on those dates (I would also have provided one to Scottish Power. You didn't have to but I do find it keeps the wheels rolling smoothly to keep everyone involved informed :))

    You old supplier, Scottish Power, actually have up to 12 months to produce a final bill for you. It sometimes pays to let them take their time, as if they take too long (longer than 12 months), you might get away with not having to pay the final bill at all :beer:

    But if you think the company owes you money, I can see why you are pushing for a bill which should produce the refund.

    With regard to 'issues' with EDF , their online system seems to be incomplete as after signing up apparently OK my attempts to login have been met with a message like 'We'll let you know later when you should login ' . However I have been assigned both an electricity account number and a gas one and EDF Energy claim to have passed my FINAL meter readings of the transfer dates they set , of 15/12/10 for electricity and 06/01/11 for gas . My estimate is that the ScottishPower accounts together on the switch dates and extended at the pre 30/11/10 tariff rates from those dates , should be in credit , that is they owe me a little money .     Hi nsdlil

    This should be easily rectified for you as we only need confirmation of the closing meter reading and we can then send you a final statement. There are a number of processes which are completed in the background when a customer changes supplier, electronic flows sent between the suppliers to confirm meter details etc. Just because your gas supply transferred on 06/01/11 does not mean that you will receive a final statement on this date. Your new supplier is responsible for sending the meter reading which will be used to close our accounts. Your best course of action is to speak with EDF to check that they have a record of your meter reading and that they have sent this onto ScottishPower. If they have arranged this and we have not acted upon this, then I do apologise. This can be fixed very quickly by contacting us, whereby we will ensure your account is closed to the meter reading being used to start your account with your new supplier.

    When you change supplier and you are given a transfer date, under the normal process you are asked to contact your new supplier with an accurate meter reading for this date. This is then passed onto your current supplier to close down the account and issue a final statement. If you do not wish to wait for the final statement, you can of course contact your current supplier and arrange for your account to be billed up to the transfer date and to the meter reading you provided to your new supplier. You can then pay any outstanding balance (if applicable) up to this point and have the security of knowing that you are fully paid up to date with ScottishPower. You could also arrange for any credit to be refunded to you.
