I have a question - hopefully someone can answer.
I was caught on CCTV on a minor traffic transgression.
They sent 2 images - but on-line there were 5.
Martin says that if caught by CCTV - they should give you 21 days to pay.
They have not stated that on the notice - they're only giving me the standard 14 days.
I want to know, if I can appeal on that fact alone - failing to provide all the relevant information - which is one the grounds of appeal - that they committed a "procedural error"?
Can someone tell me if this will stand up if contested?

You need to ask your question on pepipoo forums and show them all pages of the PCN, asap. I doubt the 21 day deadline you mention is wrong, the 14 days you've seen there is probably what I call the 'bribe amount' (lower fine) rather than the deadline to pay, isn't it? The PCN probably states in addition to the 14 day bribe, a 21 or 28 day period to make payment by (depends on which regs the PCN was issued under). Have a closer look.
Most Council PCNs can be successfully appealed with help from pepipoo. There are almost always more appeal points than you think! Pepipoo forum, register here:

Read the FAQs and stickies first and make sure you include a picture or scan of the wording on all pages of the PCN (just blank out the PCN number and car reg, but leave in everything else, dates, time, location and all as Councils do make a lot of mistakes). Don't post without pics as you will have wasted your time - they need the PCN to scrutinise first.
Personally, I would always appeal any Council PCN to PATAS/adjudicator stage. Even if the contravention had clearly occurred!
Think of it as a long game with the odds in your favour. Pepipoo will explain more, you need to be aware you are only risking possibly having to pay the full fine (non-discounted) if you are unsuccessful, no costs or anything. But most win.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Jonnyboy. As others have told you pePiPoo is the answer.
If Martin actually said that in respect of a traffic penalty, as you described yours is, then he should be slapped. He is correct for (most) parking CCTV though.
14 days is the correct discount period for yours if 'traffic'.0
