Paid and still got a ticket - How to get our money back?

Hi there.
Please can someone advise on the best course of action?
My wife used Pay by Phone Parking in Westminster, last October, and spoke directly to a ‘human being’.
The car’s reg. was either given or taken incorrectly by 1 digit and now there is a disputed PCN. The council say that the reg. given was incorrectly and that they could not allocate it to the correct car, therefore there is a fine to pay. We have no evidence to prove otherwise as we do not record our calls.
Assuming we are unable to appeal the PCN on their grounds that the car did not have a valid payment against it; where do we stand with the amount of money that Westminster has taken from us but not used? i.e. we paid the parking fee, but it has not been used and we want it back.
Westminster have confirmed that the payment was made.
Does anybody know what to do?

Surely it is not for you to prove, you gave the correct details, but for the council to prove you did not. Someone with more knowledge than me will advise you better, but either ask for a copy of the council's recording, so you can decide whether to appeal or not on that basis.
However, regardless post on pepipoo with a copy of the PCN with all personal details blanked out, as more times than not, they get people off council PCNs die to other irregularities.0 -

Would not take much detective work by Westminster to see that they had made a mistake. You paid at the time which they know, and a car registered to you was issued a ticket and one digit didn't match.0
