Looking for a balance transfer card

I have balances on MBNA and Halifax credit cards that I need to move with a cheaper APR and I'm looking for a new card deal. Am I right in thinking that some of the Credit card deals are ultimately provided by these companies which means I wouldn't be able to open a new card account? i.e MBNA and Virgin are linked aren't they?
Can anyone suggest what other cards I can consider?
