Help
this is the first time I have used a site like this but I received a Penalty Notice Charge from Durham Council for parking in their free park and ride car park at Belmont.
I entered the car park at 8.30am not having ever used it before. I looked for a pay and display machine but there were none. It was a free car park. I, along with a colleague, parked up and jumped into the car of another colleague who was taking us to our destination (car share)
Upon returning to my car at about 5pm I had a PCN on my windscreen (my colleague didn't !) It was timed 950am for contravention code 95, Parked in a parking place for a purpose other than the designated purpose for the parking place. I now have £50 penalty charge.
Ok, forgive me but isn't my purpose to park ??
Apparently, after looking at the council website the car park is funded by the fare of persons using the bus to transport them from the car park into the centre of Durham. . .Nowhere (and I have been back and checked and taken photos of the signage) is there any sign to say you can;t park there unless you use the bus !!!
What should I do ??

I would assume it either has wardens or CCTV monitoring to know if you did not park and ride. It seems strange there are no signs, unless they are relying on the term "park and ride" to be self explanatory?
Your best place for this is over on Pepipoo. Post the front and rear of the PCN. Taking off your personal details.
