Does a bank account balance be taken into consideration when applying for a credit card within the same bank?

If you are in your overdraft, and your overdraft balance is reported on your credit file, then this will be weighted against affordability.
Other than that, no.

Made no difference to me with Lloyds. Applied for card last week, bank account balance in overdraft (christmas boo hoo) and was accepted no issues.0

A balance on any particular day is just a snapshot of your account on that particular day , the previous day you might have been hundreds of pounds in credit the next overdrawn by the same amount.
It is the way you run your accounts over a lengthy timescale that will determine whether you get any credit facilities with them.0
