Returning item or not?

I have bought a cheap second hand water heater.
Looking at the seller's transactions I am of the impression that it was "recycled" from a tip.(no proof!)
I contacted the seller as the delivery was taking a long time and he was most helpful, chasing the courrier company and even phoned me after he found my details on BT. Very nice and friendly.
Now on reception it appears that the item is not in working order as advertised: it is corroded inside which points to a leak. I have notified this to the vendor, who again, very kindly has offered to refund the item as he said it was advertised in good faith.
My question really is do I need to offer to send it back or just scrap it?
I have already paid £15 for the courrier fee and I am reluctant to fork out the same again when the item cost me £21... And it is rather clear to me that it will not be of great use to him.
What should I do????

He should refund all costs! He sold something that isn't as received so it is up to him! have you asked him about these costs?!!

I guess if he refunds the item and doesn't need me to send it back I am all right.
