Hey there, I received this PCN two days ago. I basically had parked without a ticket as I was in a rush with a friend to buy a present for their other half before a store closed. I was issued with a PCN for a reasonable £25, but the paragraph explaining the reason for issue is skewed. Could I successfully appeal the fine due to an administrative error?

And according to the 'full list' in the regulations, it must clearly state, "why the ticket has been issued". Am I correct in believing that I could successfully appeal this? With me being a student, that £25 would be very useful spent elsewhere.There has been a procedural impropriety by the Enforcement Authority.
In plain English: The council made an administrative error.This applies when councils have failed to include all the required information on their tickets or 'Notice to Owner' letters, which renders the charge invalid. If you've been unfairly fined, this is a useful tactic to ensure your appeal wins.
According to the sexily named Civil Enforcement of Parking Contraventions General Regulations (2007), there's a list of information that must be contained and accurate on a civil Penalty Charge Notice, see the full list (there's a slightly different list for posted tickets).
In all cases, a council must respond within 56 days of receiving your formal appeal otherwise the penalty is unenforceable."

They do have to explain how you are contravening, the number is not enough. However its not enough to normally appeal on. show the other side of the pcn please.
You may decide £25.00 is not worth arguing over or you could also post on pepipoo.com to see what they say.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -

I see they have used the "within" word for appealing but not specified when the within starts. definitely go to pepipoo, if I can find a couple they will find a lot more. The more ammo you have the better.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0
