refund on train fare due to tube failure?

I was on my way to heathrow to catch a plane, but the Picadilly line was closed. At the info counter at the tube station I was told me to catch the Heathrow Express via Paddington (which costs a bit). He said that they'll accept my tube fare given the breakdown in service.

At Paddington, I was told to buy a rail ticket (£18), but to send in the receipt and claim the money.

Does anyone know where I should send this? To Transport for London or Heathrow Express? Also, any idea whether I'll be successful? Or was I just fobbed off.

It's not a big deal, but £18 doesn't come for nothing!

I believe you would have to send this to TFL as HEX will not refund you.. though normally i thought they would let you get on the connect if the picc line was down.

Write a letter of complaint to both, explaining your situation and what happened, don't enclose any tickets. Wait until one of them replies and whichever one say's that they will refund you send them the tickets.
