    Because that would not make a political point.

    I would guess the amount of senior managers and directors of this that and everything else will still keep their jobs, and get pay rises.

    A bit of both. It is blatantly party political, but I don't blame them for trying to avoid being seen as the reason fro massive cuts. Hopefully most of the locals are intelligent enough to see through it.

    I wouldn't blame a shopkeeper for saying his prices are increasing because of the higher VAT level.

    because only a fraction of their budget is spent on that, and most councils have already done that.

    I can remember arriving in London in the 1980s. There was a new "community centre" in an old shop which always looked empty, but had a huge banner outside saying "this service under threat from government cuts". I don't know if the centre is still there, but they managed to find the money to build some big swanky new council offices.
    Been away for a while.
